Here are some wins for the Town of Frederick from 2020 -2024

1. Silverstone Marketplace and Economic Vitality

Silverstone Marketplace takes the number one spot in our top 10 list showcasing excellence. The Northwest corner of Colorado Blvd. and Highway 52 Frederick will host the largest grocery store in the Carbon Valley encompassing a mix of retail, dining, and commercial space to enhance convenience and quality of life in our community. Several other projects are contributing to Frederick’s economic vitality such as Agilent, Aqua-Hot, Hirsh Precision Products, and the Toro Company. 


2. Carbon Valley & Mead Launches Victim Services Program
The Carbon Valley & Mead (CVM) Victim Services Program, launched in January by local Police Departments, offers crucial support and crisis intervention to victims of crime and tragedy. This vital initiative, supported by dedicated staff and volunteers, provides advocacy, information, and resources to aid in the healing process.

3. New Town App

In June, the Town of Frederick introduced its innovative Town App a significant accomplishment for 2023, offering residents easy access to municipal services, news, and the ability to report issues directly. Available for free, the Town App is a game-changer in enhancing community engagement. and streamlining operations.

4. Fostering Community Engagement

In 2023, the Towns of Frederick’s fourth biggest accomplishment was its exceptional community engagement, gathering invaluable insights through initiatives like Telephone Town Hall, Frederick Forward and various surveys on transportation, parks, water infrastructure, and Town sponsored events. This inclusive approach was nationally recognized with the Voice of the People Award, highlighting the town’s commitment to shaping its future based on residents’ voices.

5. Agilent Technologies Facility Expansion
In February 2023, Agilent Technologies, a renowned leader in life sciences research, marked a significant milestone in Frederick as they celebrated the groundbreaking of its multi-million-dollar expansion project. Agilent not only stands as a leader in its industry but also actively contributes to the betterment of the Frederick community through various initiatives, and collaborations.

6. Snow and Ice Control Plan Upgrade
The Town acted on resident feedback and leveled up Snow and Ice Control services with expanded resources, equipment, technology, and an upgraded tier system.  This comprehensive plan creates efficiency, minimizes disruptions, and maximizes safety for winter travel.

7. Ballot Issue 2C
In the November Coordinated Election, voters supported Ballot Issue 2C, expanding the use of Open Space tax dollars for park and trail improvements. This approval represents the priorities set forth by our community, marking a significant progression in commitment to cultivating inviting and accessible outdoor space.

8.  Expanding Water Efficiency Programs
In 2023, the Town of Frederick achieved significant strides in water conservation, notably recruiting a Water Conservation Specialist, offering three new rebate programs, and expanding water-saving programs through our partnership with Resource Central. These efforts reflect Frederick’s commitment to sustainability and its dedication to conserving water resources. while providing innovative solutions to its residents.

9. Frederick youth Commission
Established in 2023, the Frederick Youth Commission is a vital advisory body on youth matters in the Town of Frederick, empowering students to engage in local governance. Comprised of diverse members from local schools, The commission collaborates across various Town committees, shaping policies and programs that reflect and support the interests of the youth.

10. Supporting Local Businesses

In 2023, the Town of Frederick’s major accomplishment was the launched of the Investment Matching Program for Advancing Capital Transformations (IMPACT) Grant, providing financial assistance to support local businesses. Our support for local businesses was complemented by the inaugural Frederick Business Awards, recognizing local businesses’ contributions and achievements.

11. Excellence In Customer Service through Software and Tech Improvements. In 2022, The Town focused on excellence in customer service by investing in two major software programs

that lend to efficiency for staff and the public. New tech tools, Tyler Incode and Accela, provide transparency and advance Strategic Plan focus areas.

12. Moving Frederick Forward with Master Plans Multiple Master Plans were completed that support the Town’s vision by identifying goals and aligning the next steps with the Strategic Plan. These plans will guide the decision-making process for many years to come Outfall System Plan, 25/52 East Subarea Plan, GIS Strategic Plan, and Water Efficiency Plan.

13. Working Towards our Water Future We are working towards our water future in Frederick! In 2022, we updated the Water Efficiency Plan, made purchases to secure water, and welcomed a Water System Manager to our team. These steps support three areas of the Strategic Plan and will be used to incentivize economic development.

14. Frederick Support for Local Business Our Economic Development Manager has been busy in 2022 implementing multiple business retention programs as part of the Community and Economic Vitality area of our Strategic Plan. From interviews and discussions to speakers and events, we continue to build trust with the business community.

15. Recognition for Frederick at National Conference. In September 2022, members of Frederick’s leadership team presented the Towns Strategic Plan at the International City and County Managers Association (ICMA) annual conference. Frederick was also in the spotlight on ICMA TV with a video of the Towns latest innovations!

16. 2022-2023 Strategic Plan Progress. In August of 2022, the Board and Town staff met to reflect on our progress and update the Towns Strategic Plan. The plan is woven into our FRED culture and referenced in everything from brainstorming sessions, focus groups with residents, and decision-making processes.

17. Created a Parks & Open Space Department. Creating a Parks and Open Space Department was a top priority for the Board of Trustees in 2022! The Parks and Open Space Department’s mission is to promote and provide safe, comprehensive, and sustainable natural and recreational resources to the residents and visitors of Frederick.

18. Community Satisfaction Survey: Your Voices at Work Working towards our Strategic Plans focus area of a Dynamic, Inclusive & Connected Community, the Town of Frederick reached out to every household in the spring of 2022 to participate in a Community Satisfaction Survey. Survey results continue to provide insight – from our focus on Town parks to improving roadways,

your voices are genuinely at work!

19. Roadwork Improvements In 2022, Frederick residents reaped the benefits of two major capital improvement projects on Town roadways. The Colorado Boulevard mill & overlay project and the Colorado & Tipple intersection improvement reflect our dedication to investing in our roadways.

20. Developed and hired a full service Economic Development Office, including a Director, Manager, and Specialist that focus efforts on attraction, retention, and expansion

21. Added over 150 primary jobs to the Town of Frederick with various business attractions Hirsch, Toro, Telsa, Acqua Hot, etc.

  1. Have had the Governor present at two new business openings in Frederick, Agilent and Hirsch to show support of primary jobs added to Colorado workforce
  2. Developed and implemented a business roundtable program to get feedback from all business in the Town of Frederick, provide dialogue with the Board to help businesses thrive
  3. Developed first Carbon Vally annual business awards for the Town of Frederick. This is a premier event that engages and recognizes excellent businesses in the Town of Frederick
  4. Town of Frederick provides engagement to all businesses each year
  5. Board enhanced the loan program and business support loan program to help businesses thrive
  6. Developed Town’s first ever economic development incentive program that drives primary business
  7. Conducted a sales tax leakage study that targets specific industries and services that are needed in regional area 
  8. King Soopers announcement adding over 100 jobs and a full service grocery store, retail development
  9. Agilent Technologies working with the Office of Economic Development and International Trade-adding over 400 primary jobs over a 5 year period and over $750 million investment into the community
  10. Complete Town’s first community profile for marketing purposes.
  11. Participate in Metro Denver Economic Development Site Selection Event.
  12. Participate in Adams County Regional Economic Partnership Site Selection Summit.
  13. Work to attract a user for the former Public Works building.
  14. Work with DCI to enhance the Downtown and preserve historic buildings. 
  15. Developed a Parks Department- Department specializes in the care of parks and open space
  16. Developed and in process of a master plan for FRA, based on community survey of Parks being the #1 amenity in the Town of Frederick
  17. Initiated a master planning process for Frederick Recreation Area and Centennial Park. The process will include a robust water quality analysis and provide for recommendations on improvement.
  18. Onboarded the new Parks and Open Space Director. 
  19. Re-organized existing positions and created incentives for employee certifications within the Department to provide for operational efficiency.
  20. Created a “road map” for sustainable maintenance and expansion, which can be refined into a strategic plan after Board and POST Commission discussions.
  21. Steward and driving force behind FRED-Family, Respect, Empowerment, and Dedication. 
  22. Worked with the Team to implement FRED culture, in a manner that addressed the low employee satisfaction highlighted in the 2021 Employee Survey.
  23. Submitted a 2023 Budget Request with a potential 5 year capital improvement plan, which focuses on maintenance of the current resources, planning for existing and future resources and creation of a team necessary to implement.
  24. Procured additional parks equipment necessary to maintain existing resources, along with an equipment care and replacement strategy. 
  25. Completed construction of a replacement playground at Summit View Estates Park and a replacement shelter at FRA.
  26. Support and approve Via Transportation for Seniors and residents with disabilities to participate in a ride program within 40 miles of the Town of Frederick. 
  27. Covid Relief funds to keep local business open in 2020 and 2021.
  28. Largest water change case in the State of Colorado to provide residents with water resiliency. 
  29. Advocate and Strategic Advisory for responsible oil and gas in Frederick to include an active role in holding KPK accountable for spills and vulnerable sites in Frederick. 
  30. Hired and work in parallel with Frederick’s PIO.
  31. Speed Management program

  33. Hired Grant writer for fiscal responsibility and to make a higher impact on delivery of amenities and services requested by our community. 
  34. Testified and continue to work with Colorado Municipal League as well as State Legislatures to stop and work through SB23-213. Keeping land use a local matter and not governed or controlled by mandates from the State. 
  35. Brought the Town Attorney’s office in house and expanded services to include a stronger court procedure, prosecution, and special counsel. 
  36. Continued to extend conversation to the Frederick and CV community through Tour and Talks, Mayor meetings, CVCR, and open correspondence. 
  37. Created the Frederick PD Community Camera program
  38. Encouraged and supported Frederick PD recruitment program to hire strong candidates to serve the safety of Frederick. 
  39. Became a strong voice in removing the Cash In Leu option for developers as it pertains to residential development. Adopted a “pay your own way” philosophy.
